Report Finds Handling Of Manchester Arena Bombing Was Chaotic
Firefighters who heard the Manchester Arena bomb go off were sent away from the scene despite a paramedic arriving within 11 minutes, a report says.
"Out of the loop" crews took two hours to attend the scene of the deadly blast, which killed 22 people last May.
A report by Lord Kerslake found poor communication meant chief fire officers were "risk-averse" and kept emergency trained responders away. The fire service's chief apologised "unreservedly" for the failures.

More Than Twenty Countries Align With UK Over Russian Poisoning
The United States and its European allies are expelling dozens of Russian diplomats in a co-ordinated response to the poisoning of a former Russian spy in the UK.
It is said to be the largest collective expulsion of Russian intelligence officers in history.
Twenty-one countries have aligned with the UK, expelling more than 100 diplomats. Russia vowed to retaliate to the "provocative gesture".
Russia denies any role in the attack on Sergei Skripal and his daughter, Yulia, in Salisbury, southern England. The pair remain in a critical but stable condition in hospital.

Public Enquiry Into Undercover Met Police Allegations Continues
Scotland Yard has admitted Special Branch officers passed information to a controversial network that blacklisted construction workers.
It follows a six-year battle to find out if the Metropolitan Police supplied the intelligence on trade unionists.
The force says its investigation had "proven" the allegation, which will be investigated by a public inquiry.
Workers who say they were unfairly barred from jobs have already received millions of pounds in compensation.

Gunman In French Supermarket Siege Claims To Be IS Supporter
A gunman is believed to have killed at least one person during a hostage-taking at a supermarket in Trèbes, southern France.
Elite police have rushed to the Super U shop, and there are unconfirmed reports of another death.
A prosecutor says the gunman, who remains in the supermarket, claims to be in the Islamic State group.
Earlier, a policeman was shot and wounded while jogging with colleagues in Carcassonne, a 15-minute drive away, He was not critically injured. It is unclear if the incidents are connected though media reports suggest they are

President Trump Congratulates President Putin On Election Win
US President Donald Trump did not adhere to warnings from his advisers when he congratulated Vladimir Putin on his re-election, US media report.
A note to the president for his phone call with his Russian counterpart reportedly read: "DO NOT CONGRATULATE".
Mr Putin's controversial win came as his opponent was barred from the ballot, and some world leaders have been hesitant to congratulate him.
Mr Trump described the conversation with the Kremlin as a "very good call".

Ex President Sarkozy Taken In To Police Custody
Former French President Nicolas Sarkozy has been taken into police custody for questioning over allegations that he received campaign funding from the late Libyan leader Col Muammar Gaddafi.
Police are investigating alleged irregularities over the financing of his 2007 presidential campaign.
Police have questioned him previously as part of the probe. Mr Sarkozy has denied any wrongdoing. The centre-right politician failed to return to power in 2012.
Judicial sources said he was being questioned in Nanterre, a suburb in western Paris.

Russian Diplomats And Their Families Get Ready To Leave The UK
Russian diplomats and their families are preparing to leave the UK after being expelled over the Salisbury spy attack.
Removal vans and diplomatic cars have been leaving the embassy in London.
The UK expelled 23 diplomats after Prime Minister Theresa May said Russia was "culpable" for the poisoning of Sergei Skripal and his daughter.
Later on Tuesday, the government will decide whether to impose further sanctions on Russia. Mrs May is chairing a meeting of the National Security Council.

Texas Parcel Bomb Being Investigated By FBI
US authorities are investigating whether a parcel bomb that exploded at a FedEx depot in Texas on Tuesday is connected to a suspected serial bomber.
The incident occurred at 00:30 (05:30 GMT) in Schertz, 65 miles (104km) south of Austin, where four bombs have killed two people in recent weeks.
One person was lightly injured but did not require treatment, police said.
FBI spokeswoman Michelle Lee told CNN the agency believed the blast could be connected to the four previous attacks.

Weapons Smuggled From Gaza To The West Bank By French Citizen
A French citizen employed at the country's consulate in Jerusalem will appear in court on Monday charged with smuggling weapons to Palestinians.
Israel's Shin Bet security agency said Romain Franck, 23, was arrested in February. The agency said he used a diplomatic car to evade detection as he smuggled arms from Gaza to the West Bank.
Mr Franck is accused of transferring 70 pistols and two assault rifles. He is one of nine suspects arrested so far. Shin Bet said Mr Franck acted for his own financial gain.

British Woman Killed Fighting In Syria
A British woman volunteer with the all-female Kurdish armed unit the YPJ has been killed in Syria, her father said.
It is understood Anna Campbell, 26, from Lewes in East Sussex, died on 15 March in Afrin, which has been under bombardment by Turkish forces. Dirk Campbell said his daughter was "very idealistic" and "determined".
Turkey has been fighting Kurdish groups on Syrian territory close to its border since January.
Ms Campbell, who was a qualified plumber in the UK, travelled to Syria in May 2017 to help the Kurds, who were battling the Islamic State group.
